SUPPLEMENTARY REGULATIONS PART 1

1: JURISDICTION

The meeting is a 12 hour Endurance race meeting, Promoted by the Taupo Classic Rally Club and Historic Racing Club and will take place on Friday the 26th and Saturday the 27th February 2010 at Hampton Downs Motorsport Park. It will be held under these regulations and the MotorSport NZ National Sporting Code and it’s Appendices and Schedules particularly Appendix 4 Schedule Z being the Standing Regulations for all Race Meetings and Appendix Two Schedule A – Driver Safety and Vehicle Requirements.

3: The Event:

3.1 The event will commence at 7am 27 February 2010 and run for 12 hours. In the event of a serious accident or extremely adverse weather the event may be stopped and a result declared provided 75% of the race time has been completed.

If the event has to be stopped and restarted all competing vehicles will be held in Parc Ferme.

4: ELIGIBILITY

4.1 All Drivers shall hold a National Race Grade Competition Licence or higher

4.2.1 Drivers: There must be a minimum of two drivers per competing car.

4.2.2 Any Driver may only be entered to drive in one (1) competing car.

4.2.3 Each Driver shall drive for a maximum continuous driving period of 180 minutes and the maximum period in the event will be 360 minutes.

(Penalty for exceeding 180 minutes will be Exclusion)

4.2.4 Each Driver is required to drive a minimum of 60 minutes

4.2.5 Driver Changes: Driver changes may only be made in the car’s allocated pit box.

Only the egressing and ingressing Drivers may assist with the Driver change.

4.2.6 DRIVER SIGN ON

A "driver’s" register in Pit Lane must be signed by drivers as soon as the driver changes are made.

The team managers must keep the Assistant Clerk of Course/ Pit lane Assistant advised of which driver is in the car during the respective practice sessions and race. These people will be stationed adjacent to the timing cabin in the pit lane. The starting driver details must be notified to them as well.

4.3 Eligible vehicles: Series production; Closed’ Saloons, Closed GT variants and Sports Cars

manufacture that comply with Schedule A, Part one Article 2 definitions.  Decision on eligibility of

a vehicle to compete will rest with the Clerk of the Course and will be determined at the time of

entry lodgement".

4.4 All vehicles shall comply with Appendix Two, Schedule A – Driver and Vehicle Safety as detailed in the current edition of the MotorSport Manual.

4.5 Fuel: The only fuels authorised for use in competing vehicles is as per Appendix Two, Schedule A, Article 3.9 Fuel.

4.6 TYRES

Tyres are free (Slicks or DOT Rated Radials allowed)

4.7 Competing classes will be determined by engine capacity as follows:

Class E: 3501 cc and over

Class D: 2001 cc to 3500 cc

Class C: 1601 cc to 2000 cc

Class B: 1301 cc to 1600 cc

Class A: up to 1300 cc

Note: Engine capacity equivalence factors will be applied as follows:

Forced induction x 1.7

Rotary engine x 1.8

4.8 A maximum of 40 cars may start the 12-Hour Endurance Race.

 

 

 

 

5: ENTRIES

5.1 Opening and Closing: These open with the publication of these regulations and close at 5:00pm on Friday 19 February 2010

Entries post marked after the normal closing date but received prior to 5:00 pm on Friday 1 January 2010 will be subject to the late fee.

5.2 Entry Acceptance: Entries shall be made on the correct entry form and to be deemed valid must be complete in all details and accompanied by the appropriate fees. Acceptance will be at the organising committee’s discretion. Organisers reserve the right to refuse any entry in accordance with the prescribed provisions of the National Sporting Code.

5.3 Fees:

(1) Early Bird Entry Fee: $1500.00 (Until 5.00pm Friday 29 January 2010)

Normal Entry Fee: $1650.00 (Until 5.00pm Friday 19 February 2010)

(The organisers will accept instalments of as long as final payment is by normal closing date)

Late Entry Fee: $2000.00 (Entries post marked after the normal closing date)

Please note:-. Please do not try to order a garage from the Taupo Motorsport Park Staff.

5.4 Entry Fee refunds policy:

(1) The Organisers advise that entry fees will only be refunded in full or in part under the following conditions:

(a) Non-acceptance of entry ----- Full Refund

(b) Cancellation of the Meeting prior to the commencement of documentation ---- Full Refund

(c) Withdrawal in writing prior to the close of normal entries ---- Full Refund

(d) Withdrawals after normal entry closing but before the start time listed for documentation ----

75% entry refund

(2) The Organisers confirm that entry fees will not be refunded for:

(a) Withdrawals or failure of a competitor to advise of non-appearance at the meeting after the commencement of documentation, or

(b) Abandonment or cancellation of the meeting after the commencement of documentation.

6: COMPETITOR REQUIREMENTS AND UNDERSTANDING

6.1: LICENCE REQUIREMENTS

All drivers must hold as a minimum a National Race Grade Competition Licence.

A minimum of two (2) drivers per car is required but there is no maximum number, all drivers must be named on the entry form.

6.2: COMPETITOR UNDERSTANDING

In signing the entry forms, Drivers are deemed to fully understand the MotorSport NZ National Sporting Code and its relevant Appendices and Schedules.

In particular:

· The National Sporting Code Articles pertaining to protests and competitors obligations, and

· Schedule Z articles detailing Flag signals and Code of Conduct.

6.3: DRIVERS BRIEFINGS

This is COMPULSORY FOR ALL DRIVERS. A Full roll call will be held. The briefings will be held in the vicinity of the Timing Cabin at 4pm 26Feb, for ALL drivers and their Team Managers

6.3.1: NEW DRIVERS

Any Driver(s) who have not competed at the circuit before must indicate the fact on the entry form and attend the New Drivers Briefing. The new drivers briefing will take place following the full Drivers Briefing in the Paddock office meeting room

7: DOCUMENTATION & SCRUTINEERING

7.1: DOCUMENTATION

Will take place at Hampton Downs Motorsport Park in the paddock office between 10 and 4 pm Friday 26/2/2010

7.2: SCRUTINEERING AUDIT INSPECTION

Will take place in your pit commencing from 10.00am Friday 26th February 2010. All Endurance cars will be audit scrutineered

Safety audit scrutineering must be completed prior to qualifying and/or racing.

8: POSTPONEMENT, CANCELLATION, ABANDONMENT & ORGANISERS’ RIGHTS:

Pursuant to National Sporting Code Article 13, the organisers advise that if less than 35 entries are received by the entry closing date the meeting may be postponed or cancelled.

9: COMPETITION NUMBERS

9.1 All cars shall have numbers on both doors, and one forward facing on the car (on the non-drivers side of the windscreen), and one rear facing number. Permanent numbers will be retained where possible.

All numbers must be affixed on the car prior to scrutineering.

9.2 Sponsors Signage: The Taupo Classic Rally Club and Historic Racing Club reserve the right to provide sponsors windscreen and/or door banners and/or decals, which must be displayed on each race car.

9.3 2010 Sponsors Signage

All of these signs will be supplied by the organisers for each car - numbers allocated will be at the discretion of the organisers of the event

9.4 Additionally, where specified, competition number sets shall comply with the requirements of these regulations, and (on Saloons) the Driver’s names will appear on both rear side windows or as near as practical to this location for vehicles with large numbers of drivers.

APPENDIX C

PART ONE - ENDURANCE RACE PROCEDURES

PREAMBLE

With the need to have a quantity of fuel close at hand in the pit lane / pit garage areas to

allow for refilling of the FIA approved refuelling tower systems and / or MotorSport NZ

approved refuelling systems the following conditions over ride those contained in Chapters

One, Two and Three of the Code of Practice for Motorsport Fuel – Storage and Handling

The changes detailed below do mean that competitors and their pit crews must be

extremely vigilant in attention to detail with all of the following requirements.

FUEL STORAGE

All areas in which fuel is to be stored must be:

· Adequately ventilated, and

· Have unimpeded access; and

· Free of potentially flammable materials (e.g., paper, rags, oily fabrics etc), and

· Should be at least 6 metres from any ignition source (examples listed in Code of

Practice Chapter Three Article 3.3).

The maximum quantity of fuel that can be stored in the pit garage is a 209 litre container, of

a type approved in the Code of Practice.

This 209 litre container must be clearly identified with the appropriate pictogram (detailed

in Code of Practice Appendix A).

Pit garage storage – overnight:

Unless advised to the contrary, at the conclusion of testing or competition each day of the event

teams are required to remove all fuel

2.4 (and any other bulk containers of flammable fluids with the

exception of aerosol cans) from the pit garages to a secure location outside the pit complex (e.g.

race car transporter) or to the designated fuel storage compound area.

Storage will normally be inside a locked container store (converted shipping container) provided for

the purpose of storing drum fuel in the fuel storage compound area. The Person in Charge of this

area will advise storage container opening times on the official notice board.

No fuel (or other bulk flammable liquids) apart from that which is in the competition vehicle can be

stored in individual pit bays overnight.

Bulk Fuel Storage

Fuel Storage will be available at Hampton Downs Motorsport Park in the area between the pit entry road and the circuit

All Other Refuelling

All refuelling other than that carried out during a session or a Race must be carried out in

accordance with Code of Practice Chapter Two Article 2.5.

10.1 PERSONNEL

Each team is authorised a maximum of six (6) pit crew members who are the only team personnel allowed to work on the car (in pit lane) during a pit-stop. A maximum of two (2) of these pit crew members shall be designated the ‘Refuelling Crew’.

10.1.1 This maximum does not include the drivers of the competing car, and the dedicated fire marshal - refer 10.1.3 and 10.1.4.

10.1.2 All refuelling crew, and any other crew member working on the quarter(s) of the car where the refuelling process is taking place, shall wear fire-proof overalls, balaclava and gloves.

10.1.3 Dedicated Fire Marshal: Each team shall have a dedicated fire marshal wearing fire-proof overalls, balaclava and gloves with a fully serviced operable dry chemical fire extinguisher of minimum capacity of 9kg. This person’s sole responsibility is to man the fire extinguisher and this person cannot take part in any other job when refuelling is taking place.

10.1.4 In addition to the requirement outlined in 10.1.3 above, an additional fully serviced operable dry chemical fire extinguisher of minimum capacity of 9kg shall be placed in a clear space near to the fuel container and all members of the Team shall be briefed by the Team Manager as to the operation of the extinguishers.

 

10.1.5 Dedicated overhead rig valve operator: All teams using overhead refuelling systems shall have a dedicated person whose sole responsibility is to operate the self-closing valve. This person shall wear fire-proof overalls, balaclava and gloves and their sole responsibility is to man the overhead rig self-closing valve and this person cannot take part in any other job when refuelling is taking place.

Note: The sharing of refuelling crews and equipment is permitted.

10.1.6 Failure to comply with any of the refuelling or pit lane regulations will automatically incur a drive through penalty and on any subsequent infringement a five minute stop & go penalty will be imposed

10.2 Refuelling equipment: The following type of equipment is authorised:

· Hand-held fuel containers, or

· Dry-break hand-held fuel containers, or

· Sealed drums of 50litre maximum capacity with hand-operated pump, or

· Overhead (gravity fed) refuelling system with dry break connectors.

10.2.1 Overhead systems are to be housed wholly within the confines of the pit garage structure and shall be earthed. The maximum height of the refuelling rig shall be no more than two (2) meters above the ground throughout the event duration

10.2.2 All overhead systems must have an automatic self-closing valve (dead-mans handle) and one team pit crew member, the Dedicated overhead rig valve operator must be assigned as the sole operator of this valve during the refuelling process (Refer 10.1.5).

10.2.3 The fuel delivery hose may only be moved into pit lane from the pit garage as close to the refuelling stop as practical, maximum of three (3) laps prior to any pit stop. While in pit lane, the fuel delivery hose must at all times be held by the Dedicated overhead rig valve operator

10.2.4 The amount of fuel stored in or immediately adjacent to each team pit area (in pit lane) during sessions or the race must not exceed 209 litres.

10.2.5 The Organisers reserve the right to inspect and if necessary approve all refuelling and safety equipment prior to it being used.

10.2.6 Vehicle fuel tanks: shall be in compliance with Appendix Two, Schedule A Article 4.11 – Combined fuel capacity must not exceed 120 lts.

 

10.3 WORK during Refuelling Process:

Refuelling: All refuelling shall be carried out in your designated pit box area of the pit lane

10.3.1 A grounding (earth wire) shall be attached to the race car (preferably the exhaust pipe)

during the refuelling process. It shall be the ‘Refuelling Crews’ responsibility to attach and

remove this grounding wire.

10.3.2 All vehicles (except those using ‘dry-break’ systems) must stop their engines for the duration of the refuelling process.

Dry Break System: Other work may be performed on the vehicle during the refuelling process.

Non Dry Break System: No other work may be performed on the vehicle during the refuelling process. A Driver change may occur while refuelling is in progress .

10.4 Fuel Spillage: All fuel spillage, both on or in the car and on the ground, or by a part of the fuel filling equipment must be cleaned up (using Rags or the like) before the car is waved away from the pit box.  

The engine of the car must be switched off for large spills and not restarted till the fuel is cleaned up.

10.4.1 Any equipment used in the clean up of a fuel spill or that has fuel on it or in it must be stored securely in a lidded approved container well away from any likely flame source in a well ventilated area of the pit area.

10.5 All fuel being placed into the vehicle must be done so at ambient temperature. Any device or substance which changes the temperature of the fuel from the ambient air temperature is prohibited.

10.6 Car Repairs: If at any time more than the hand or forearm of a crew member is under the perimeter of vehicle the jacks must be supplemented by a non compressible support. When working on any car in the pits and the car is lifted with jacks a second form of rigid support must be used as well (Axle Stands).

11: START & START ORDER

The start of the race will be done by lights from a rolling start. The start order will be taken on the fastest time of each car from qualifying.

12: RACE FORMATION

All cars and drivers will be required to assemble on the front straight at approx. 12.30pm for display. Further details will be advised later with acceptance of entry.

13: SAFETY CAR

When the safety car is dispatched onto the circuit the pit entry / exit will be open to all traffic (Excluding Force Majeure in Pit Lane).

14 RED FLAG

If for any reason the Clerk of the Course orders a red flag to be shown at the start/finish line, the following shall apply;

a. All flag points will display red flags or lights.

b. Drivers are to cease racing and proceed slowly with maximum caution to ensure the following cars can slow in the space available to the to Red formation line prior to the Start/Finish line (just past pit entry) and await further instructions. Be prepared to stop at any point on the circuit if requested.

c. The safety car will be positioned directly before the Start/Finish line. All cars stopped will not complete that lap on which they stop until the Safety Car leads them away from the starting grid to recommence racing.

d. The pit lane exit will be closed during the red flag period

e. All work on cars in the pit boxes, and in the garage area when the red flag is displayed, may continue.

f. The time during which the cars are stopped while the red flag is shown at the Start/Finish line shall count for the purposes or the duration of the race but not for the total driving time of the driver.

g. Racing will be restarted by way of a single file rolling start (cars remaining in the order that they stopped for the red flag) behind the Safety Car.

h. Pit lane starters will be released once the train has passed the pit exit

15: RACE TIMING

Timing for the meeting is by the Historic Racing Club AMB transponder system. Should you own your own transponder you will not be liable for the $67.50 (incl GST) transponder hire fee.

Lose or damage to a hire transponder will be at the hirer’s expense.

If you own your own transponder please ensure the transponder number is recorded on your entry form.

No alternative timing method is available. Please ensure your transponder is fitted correctly.

16: GENERAL INFORMATION

 

A: CIRCUIT HIRE – TESTING

Please contact Hampton Downs Motorsport Park Track Office 09 280 6590 for availability and cost.

B: DOGS AND CHILDREN

Dogs are not permitted at all within the grounds of the Hampton Downs Motorsport Park. Failure to comply with this could result in you being asked to leave the grounds.

Children UNDER 16 are prohibited from being in Pit Lane. Children will be allowed into the Pit area but must be under adult supervision at all times, again failure to comply may result in you being asked to leave the grounds.

C: FOOTWEAR IN PIT LANE

Suitable footwear must be worn at all times in pit lane. This shoes that fully enclose the foot. Failure to comply could result in you being asked to leave the venue.

D: SMOKING

Smoking is banned anywhere in Pit Lane, Pit Garages or around transporters or service vehicles in the paddock area.

17: TV REQUIREMENTS

17.1 TV Producer: Ian Rawkins – Telesport NZ

In entering, each driver and entrant agrees to comply with all reasonable requests of the TV Producer as to carrying in-car cameras, conducting interviews and wearing sponsors’ apparel when being interviewed.

All footage from the event remains the property of the clubs including all footage from competitors own onboard cameras which must be made available to the producer for broadcast use. Footage obtained privately by any competitor can only be used for personal use and may not be on sold or used in any promotional activity with out the express written consent of the TV producer.

17.2 TELEVISION AND IN-CAR CAMERAS:

Where and when applicable, the prescriptions of Appendix One, Schedule Q, Article 9 apply.

17.2.1 Entrants may in the space provided in the Entry Form, apply for in-car cameras when entering the events. Cameras will be allocated to competing vehicles by the organizers. There may be a charge for carrying a camera.

17.2.2 Competitors allocated in-car cameras agree to comply with all reasonable requests made by the Producer as to mounting and testing and will treat their cameras with all reasonable care.

17.2.3 All in-car camera installations shall be subject to inspection and approval by the chief Scrutineer and/or assistant Scrutineers of the Meeting.

17.2.4 In car cameras may be retrieved by the Television Producer and crew from cars in Parc Fermé
